Conditions for Application and Participation in Examination

The following conditions must be strictly followed regarding filling out the application form and participating in the examination:

01. The candidate must be a citizen of Bangladesh by birth and a permanent resident of Rangamati Hill District.

02. The candidate’s age limit will be determined based on the description in column 4 of the circular as of 10 August 2026. Age will be determined based on the educational qualification certificate and National Identity Card. Affidavits are not acceptable for proof of age.

03. The “Employees Recruitment Rules, 2020” of the Office of the Deputy Commissioner and Upazila Nirbahi Officer will be followed to fill the vacant posts mentioned in this recruitment notice. In addition, all existing government rules and regulations related to recruitment and any subsequent amendments will be followed.

04. Candidates working in government/semi-government/autonomous organizations must apply with the permission of the appropriate authority within the stipulated time. Subject to fulfilling all conditions, working candidates must tick (√) the Departmental Candidate box while filling out the application form. This condition is not applicable to others. However, all working candidates must submit the original copy of the No Objection Certificate (NOC) issued by the appointing authority during the viva-voce examination.

05. Only suitable and flawless applicants will be called for the written examination. No TA/DA (Traveling Allowance/Daily Allowance) will be provided for participating in the written and viva-voce examinations.

06. For the posts of Office Assistant-cum-Computer Typist and Copyist, only candidates who pass the written exam can participate in the practical exam, and only those who pass the practical exam can participate in the viva-voce examination.

07. For applicants of serial numbers 3-7, only those who pass the written exam can participate in the viva-voce examination.

08. Permanent resident certificate issued by the Deputy Commissioner / Circle Chief [must be submitted].

09. Applications sent through any medium other than online will not be accepted.

10. The authority reserves the right to increase/decrease the number of posts mentioned in the circular and to cancel the recruitment notice.

11. The decision of the recruiting authority in any matter related to recruitment shall be deemed final.

12. Rules and Conditions regarding filling out the Online Application Form:

  • (a) Persons willing to participate in the examination can fill out the prescribed application form introduced by the Ministry of Public Administration at this website: https://dcrangamati.teletalk.com.bd. The timeline for the application is as follows:

    • i. Start date and time for filling the online application form and depositing the examination fee: 10 August 2026, at 09:00 AM.

    • ii. Last date and time for submitting the online application form: 07 September 2026, at 04:00 PM. Candidates who receive a User ID within the said time limit can submit the examination fee via SMS within 72 (seventy-two) hours from the time of submitting the application form online.

  • (b) In the online application form, the candidate will scan and upload their signature (Length 300 x Width 80 pixels) and color photograph (Length 300 x Width 300 pixels) in the designated space. The maximum file size for the photograph is 100 KB and for the signature is 60 KB.

  • (c) Since the information provided in the online application form will be used in all subsequent activities, the candidate must personally ensure the absolute accuracy of all the provided information before submitting the application online.

  • (d) The candidate should keep a color-printed copy of the online-filled application form as an aid for any examination-related needs.

  • (e) SMS Sending Rules and Payment of Examination Fee: After properly filling out the online Application Form as instructed, uploading the photo and signature, and successfully submitting the application, an Application Preview with the photo will be visible on the computer. After a flawless submission, the candidate will get an Applicant’s copy containing a User ID, photograph, and signature… (Note: The instructions continue onto the next page).

However, since no changes/modifications/additions are acceptable after paying the application fee, the candidate must confirm that the said Applicant’s copy contains their recently taken color photograph, accurate information, and signature, and verify its accuracy by downloading the PDF copy and preserving a color print of it before paying the application fee. The Applicant’s Copy will provide a User ID number, and using this User ID number, the candidate will send 02 (two) SMS through any Teletalk pre-paid mobile number in the following method to pay the examination fee:

  • For serial numbers 1 and 2, the examination fee is Tk. 100/- (One Hundred) and Teletalk’s service charge is Tk. 12/- (Twelve), totaling Tk. 112/- (One Hundred Twelve).

  • For serial numbers 3 to 7, the examination fee is Tk. 50/- (Fifty) and Teletalk’s service charge is Tk. 6/- (Six), totaling Tk. 56/- (Fifty-Six).

The fee must be deposited within 72 (seventy-two) hours. It is specially noted here that, “Even if all parts of the online application form are filled out and submitted, the online application will not be accepted under any circumstances until the examination fee is paid.”

  • First SMS: Type DCRANGAMATI<space>User ID and send to 16222.

    • Example: DCRANGAMATI ABCDEF & send to 16222

    • Reply: Applicant’s Name, Tk.112 (or Tk. 56) Will be charged as application fee. Your PIN is 12345678. To pay fee Type DCrangamati<space>Yes<space>PIN and send to 16222.

  • Second SMS: Type DCRANGAMATI<space>Yes<space>PIN and send to 16222.

    • Example: DCRANGAMATI Yes 12345678 & send to 16222

    • Reply: Congratulations Applicant’s Name, payment completed successfully for DCrangamati Application for post xxxxxxxx User ID is (ABCDEF) and Password (xxxxxxxx).

(f) The matter of obtaining the admit card will be informed in due course at the website https://dcrangamati.teletalk.com.bd and via SMS on the candidate’s mobile phone (only to eligible candidates). Since all communications regarding the examination will be conducted through the mobile phone number provided by the candidate in the online application, it is highly recommended to keep that number active at all times, read the SMS, and follow the received instructions immediately.

(g) Using the User ID and Password sent via SMS, the candidate will subsequently download and color-print the admit card containing the roll number, name of the post, photograph, exam date, time, and place/center name, etc. The candidate must display the admit card while participating in the written exam and, if passed, during the viva-voce exam.

(h) Candidates can recover their respective User ID and Password only from a Teletalk pre-paid mobile number by following the SMS procedures described below:

  • i. If User ID is known: Type DCRANGAMATI<space>Help<space>User<space>User ID & send to 16222.

    • Example: DCRANGAMATI Help User ABCDEF & send to 16222

  • ii. If PIN Number is known: Type DCRANGAMATI<space>Help<space>PIN<space>PIN No & send to 16222.

13. Verification of Candidate’s Qualifications: If any information provided or document submitted by a candidate is proved to be forged, false, or fake, or if they adopt unfair means or cheat in the examination, the candidature of the concerned candidate will be canceled, and appropriate legal action will be taken against them. The authority reserves the right to cancel the candidature of any candidate who passes the examination if incorrect information/forged documents are presented. During the viva-voce examination, original copies of the following documents must be displayed, and 01 attested photocopy of each must be submitted:

  • (a) All educational qualification certificates of the candidate (including experience certificates where applicable);

  • (b) Citizenship certificate issued by the Chairman of the Union Parishad / Mayor / Administrator of the Municipality of which the candidate is a resident;

  • (c) To support the claim of any quota other than the female quota, an attested photocopy of the certificate/proof issued by the appropriate authority according to the latest policy;

  • (d) If the applicant is a grandson/granddaughter of a heroic freedom fighter/martyred heroic freedom fighter, an attested photocopy of a certificate issued by the concerned Union Parishad Chairman or Municipality Mayor/Administrator stating that the applicant is the grandson/granddaughter of that heroic freedom fighter/martyred heroic freedom fighter must be submitted;

  • (e) Character certificate issued by a first-class gazetted officer;

  • (f) Attested copy of National Identity Card/Birth Certificate (where applicable);

  • (g) Copy of the online filled application form (Applicant’s Copy).

14. In addition to newspapers, the circular will be available on the website of the Deputy Commissioner’s Office, www.rangamati.gov.bd, or can be found by directly entering the job portal of Teletalk, the only state-owned mobile operator in Bangladesh, at https://alljobs.teletalk.com.bd by scanning the QR Code.
