Job Description / Responsibility
FINANCIAL MANAGEMENT:
Carry out the responsibility of managing the fund for Microfinance program in consultation with program management;
Manage the inflow-outflow of fund and inter-branch fund transaction as per program requirement;
Review and recommend to approve the fund request receiving from branches and manage the fund to transfer to branches on time;
Monitor the bank account and petty cash fund in order to maintain an appropriate cash position;
Supervise the staff to ensure smooth financial operation of the program and follow up the staff on all financial assignments.
BUDGET PREPARATION AND OTHER FINANCIAL MATTERS:
Coordinate and supervise the preparation of budget with concern of the program management;
Regularly monitor the expense to determine expenditure trend and keep cost in line with the budget;
Review and check the cash book, ledger, other books, register including financial statements prepared and maintained by the account section and overall record keeping procedure of the program regularly.
HANDLING OF PROCUREMENT:
Facilitate to do all procurements in compliance with the relevant clause of the financial manual/guideline of the organization.
Supervise office procurement policies and practices to ensure adherence to standards describe in organization manual and policy and that all procurement is done timely;
Based on the requirement of the program, ensure that the different item which need to be purchased are best in quality, competitive in price and meet the demand of the program which mean to ensuring the ‘Value for Money’.
Ensure that the procurement staff are dealing with different vendors and purchasing in profession and with integrity;
Before authorizing any payment, ensure that invoice/bill submitted by the vendors are properly checked and placed by the concerned staff and the purchase fulfils all the terms & conditions of the manual / guideline. Besides have also to follow up the purchase is done over including summary report along with quotation, bid summary etc. as needed;
Make spot check of purchase as deemed necessary and take necessary action in consultation with program management.
ACCOUNTABILITY & SAFETY OF HUMAN AND MATERIAL RESOURCES:
Organizing responsibilities & assigning task to staff working under finance section of the program;
Ensure integrity of the internal control & provide feedback to the program management on staff performance & other management issues to optimize the utility of staff and safeguard the program interest;
Ensure full security, safety and adequacy of staff working environment;
Pay a special attention on gender issue, equality and ensuring staff morale and on the job training;
Audit and monitoring the store physically as well as stock register time to time to ensure that physical balance complies with the inventory status report.
Visiting branches regularly as per action plan, check and verify accounts and finance related documents and record keeping procedure as needed.
VEHICLE MANAGEMENT AND LOGISTIC SUPPORT:
Supervise and provide guidance to manage and maintain the program vehicle to keep those as workable condition;
Monitor that all the vehicle documents of the organization are updated, vehicle running on vehicle management clause, hire-purchase installment-payment system with maintaining log sheet/book as applicable herein;
PERFORMANCE MANAGEMENT, STAFF TRAINING & DEVELOPMENT:
Plan/review the progress and prepare performance appraisal of all finance staff under direct supervision;
Provide support to the program management in preparing staff Annual Performance Appraisal (APA);
Provide the on-job-training and follow up & monitoring the finance staff for smooth operation of the financial activities;
Arrange training for finance staff in order to promote understanding of updated VAT & Tax, financial policies, procedures, manual, guideline and record keeping procedure and preparation of financial statements as applicable to the program;
Ensure that the finance staff are kept updated information/knowledge about the latest changes in the policy and strategy level of the organization;
Ensure and promote to enhance the environment to apply the gender policy and to create gender friendly environment within the organization.
PREPARATION AND SUBMISSION OF REPORT:
Review the existing reporting system and recommend for an effective reporting system for the program with proper rationale;
Review the preparation of yearly inventory report;
Prepare the program budget and report on budget, submit to management and revise whether required;
Assist to prepare various documents, direct supervise to prepare financial statements and submit them to the management, legal authority or other concern as deemed to be submitted.
COMMUNICATION AND LIAISON:
Maintain a good liaison with the upward and downward line management;
Communicate with local administration, govt. officials and other stakeholders as required;
Maintain a good communication & liaison with the staff of the organization;
Maintain a good liaison with the committee members of the organization.
